How To Make This Icons: (Using Animation Shop and Paint Shop Pro)
 This will probably take some time, so don't get frustrated!
( Follow these 3 not so easy steps (gets easier with practice and understanding!) )
If any of this was unclear, please ask, this is my first tutorial, and I anticipate that it's a little confusing, though I did it with the assumption that people would have a basic grasp of PSP and AS3.

PS. A tip on animation being under 40k Amount of colors in the animation, size of the animation, and amount of frames in the animation all effect size so you really have to decide what you want color, size or frames, but generally can't have all three. If you have a 100x100 animation you can probably only have very few frames (10 or less) with less colors (unless you want to optimalize the heck out of them). If you want a longer animation I'd go with mini-movie, and you should match your base to your animation, or use a white base. And so on, and so forth.
